Many ops has scalar\_tensor version in native\_functions.yaml, but are not included in core aten IR set. Some of them has same results between scalar\_tensor version and scalar version like bitwise\_and, but some are different like remainder and bitwise\_shift. Is it missing or is there some other reason?
