Hello everyone,

This is to confirm that the PyTorch 2.9 release branch cut is now complete. You can find the branch [here](https://github.com/pytorch/pytorch/tree/release/2.9) and the issue tracker [here](https://github.com/pytorch/pytorch/issues/162497).

**Ask** : Please review the state of the branch as well as CI/CD. Also, please make sure that all your required feature work and critical fixes have been landed.
