Module Maintainer Changes

As mentioned in the [notes](https://dev-discuss.pytorch.org/t/notes-from-recent-core-maintainers-meetings-22q4-and-23q1/1178/2) from the March Core Maintainer Meeting we are making a slight adjustment to the way we think about the structure of modules related to PyTorch compiler and the various back ends.

Compiler Front End (includes Dynamo, FX),  
CPU Performance (includes inductor, MKLDNN, LLVM),  
GPU Performance (includes inductor, OpenAI Triton)
